Bag 16 Missing?

Does Bag 16 come in the hardware box? I assume it does just wanted to check. (I did send a support request)

Any hardware store should stock this hardware.

I found some at Lowes. I just wanted to check if they might come in Box 1, that I don’t have yet (few more days WOOHOO) and save myself $10.
