I found lots of success with this free website. If you can decrease the colors down to about 4 or switch to 2 color b & w then take it to this website, you might get lucky. In the example, notice the dropdown menu. You can pick 7 different ways to have their program interpret the image.
You will still need to massage the image a bit.
