My XR is stalling in the X axis, it typically does this at the start of a program or if I try to travel at 400 IPM in manual mode. What could be the cause for this?
I don’t know the XR, but if the DIP switches on the stepper driver are not set to the right current, the stepper will work at slow speed, but fail at faster speeds. Compare the settings on that axis with the Y driver’s.

Bearings which hold the z axis carriage are too tight so they cannot take up the natural deflection and unevenness of the tube used for the x-axis. The x-axis tube is not a machined flattened part.
I usually spray down my x-axis tube where the bearings ride before a cutting session with silicone spray , I also will run a thin spray down the y-axis tubes.
Also in fire control there is a setting to reduce the maximum speed in the machine for manual travel. I have mine set for 350 just to be a little easier on the machine. 400 is the machines absolute maximum speed limit.
