For what it’s worth, the I & J entries are part of G2 / G3 (arc) commands.

" This illustrates a counter clockwise arc, starting at [9, 6]. It can be generated either by G3 X2 Y7 I-4 J-3 or G3 X2 Y7 R5"

Problem solved. It was a combination of using the developmental version of sheetcam and having too many lines and no license for sheetcam. I deleted the developmental version and downloaded the stable version as well as purchased the license. Worked right away after that.
